On the basis of strictly controlling the entry of new projects and the total number of chemical enterprises, it will vigorously implement the three-year improvement action plan for the chemical industry. Promote the development of a batch, carry out mergers and acquisitions and reorganizations of a batch, and shut down and phase out a batch, striving to achieve a significant improvement in the industrial level and comprehensive compliance with safety and environmental protection standards.

In 2016, the development zone will specifically carry out the "Five Modernizations" project, namely, construction standardization, production greening, industrial circularization, management modernization and supervision informatization. By 2018, all enterprises under the "one major and two key" category will have installed automatic control systems, and all chemical enterprises will have completed a new round of waste gas treatment. Give full play to the leading role of the leading enterprises, promote clean production in projects, interconnection between enterprises, and closed-loop circulation of materials. Classify and guide enterprises to implement modern management models such as capital operation, technology radiation, and strong alliances; On the basis of strengthening daily inspections, we will continuously enrich the technological means of enterprise supervision, comprehensively promote the intelligent system for clean water and the detection and repair system for waste gas leakage in key enterprises, actively explore automatic sampling of elevated pollution sources and online monitoring of exhaust factors, and attempt to implement third-party on-site inspections.

Centering on the "Five Modernizations" project, enterprises will invest 10 billion yuan in the next three years to intensify the transformation and upgrading efforts. The government will also actively carry out relevant infrastructure support, planning to invest over 500 million yuan to build toxic gas prevention stations and safety and environmental protection early warning monitoring systems at an appropriate time, and improve facilities such as sewage treatment, solid waste incineration, and landfill. Through concrete measures and efforts, we will effectively promote the continuous improvement of the chemical industry, create a favorable ecological environment for the economic and social development of our district, and make positive contributions to the construction of a happy Shangyu.
